Kentucky Passes Bill Protecting Children From Sex Changes

Legislation has been passed by the Kentucky House of Representatives that would prevent healthcare professionals from administering medical procedures, such as puberty blockers or gender confirmation surgeries, to minors who identify as transgender.

House Bill 470, the proposed legislation, mandates an inquiry into any instances of gender transition services given to individuals under the age of 18 years and stipulates that the provider's license will be revoked and public funding for a public employee will be terminated if such cases are verified.

Assuming the bill is enacted into law, healthcare providers will also be accountable for "all damages and costs incurred for administering gender transition services." The bill was passed with a vote of 75 to 22 and is now under review by the Senate.

During the hearing, Luka Hein from Minnesota, who has since detransitioned, shared her story with lawmakers about the irreversible damage she suffered as a result of medical interventions intended to facilitate her transition. "I was encouraged to pursue medical intervention without fully comprehending the long-term effects and ramifications or giving full consent, both due to my age and mental health state," she stated.

Numerous individuals who have detransitioned have come forward to speak about their encounters, with some expressing that their efforts at medical transition have left their lives in ruin.

Representative Jennifer Decker (R-Waddy), who proposed the bill, stated that the legislation aims to safeguard children from incurring irreversible harm. She said, “It is only when children are subjected to medicalization, hormones and life-altering surgery, that their mental health worsens,” also going on to add, “It is not good to start with. It worsens with these procedures.”

The Human Rights Campaign (HRC), an organization that advocates for transgender rights, condemned the proposed legislation, with Cathryn Oakley, HRC's State Legislative Director and Senior Counsel, stating, "Depriving transgender and non-binary youth of access to optimal healthcare is harmful, vindictive, and another instance of Kentucky lawmakers exploiting their power to attain their political aims."

Recently, Governor Bill Lee of Tennessee signed two bills aimed at safeguarding children from transgenderism and gender ideology. One of these newly enacted laws prohibits drag shows from being performed on public property or in front of minors, while the other prohibits healthcare providers from administering puberty blockers, cross-sex hormones, and gender confirmation surgeries to minors.

The legislation will empower the attorney general to investigate healthcare providers who breach the prohibition, and such providers could face a fine of up to $25,000.
